Refactoring reduction operations 

- Replaced Constants.h with std::numeric_limits, see also
  https://jlk.fjfi.cvut.cz/gitlab/mmg/tnl-dev/issues/3
- Made the initialValue method of reduction opeerations static and
  constexpr.
