Refucktoring NDArray and DistributedNDArray 

- overlaps moved directly to NDArray classes
- simplified grouping of the template parameters (SizesHolder,
  StridesHolder, Permutation and Overlaps are passed via Indexer)
- removed getLocalIndexer() and LocalIndexerType from DistributedNDArray
  and DistributedNDArrayView
